| They are already beginning to call it the galactic rennaisance. Three years
ago, the Theory of Everything became commonly accepted. This year, three new
breakthroughs have followed. The Terrans have completed research into more
efficient domes for colonizing harsh worlds. The Insectoids have created a new
breed of crop engineered for harsh environments. The Scientists have proven
that HE3 fusion promises to be the power source of the future. |
| The theory of HE3 viability is produced some interest in HE3 it as a trade
good. HE3 can be found on some gas giants. A survey is required to determine if
a given gas giant has harvestable HE3. This survey can be done by a scientist,
or, if the gas giant is colonized, by the colony itself. Have either the colony
or a scientist do a "science:investigate" order. Success is automatic. |
| The most powerful economy in the galaxy is that of the Sol system. The most
pathetic is that of the Terpsichore system. |
| The fastest growing population is the planet Selenis II. The planet Terra lost
population to emmigration this year. |

| Heart Region |
The gossip rags are reporting the following conversation at the Ring between
Malas, the Terpsichoran representative, and an un-named major race diplomat:
Malas: This election is a major bother don't you think?
Diplomat: I would rather the thing were over myself.
Malas: Yes, with all the gifts and diplomat offers. Why my quarters are
stacked high with cases of Cappocean wine and sceptergems. Diplomat: ...
Malas: What? You mean that no one's been sending you expenxive
gifts? Trying to curry your vote? Well, I'm sure they meant to. They probably
just forgot. |
The representatives of the Ring countil gathered to elect the first Chairman of
the Ouroboros cluster. The solemnity of the affair was increased by the fact
that no one knew the outcome. In the days leading up to the election it was an
open secret that the Majestic and Terpsichoran factions had been heavily
courted with offers of high offices by multiple factions. In the end, however,
both factions voted for Tendril, the Orcheran delegate, and he became the new
chairman. The Terran and Ilithid delegates voted for themselves. Scientist 002
abstained. Some thought that Delegate Istak would appear at the last moment,
but his chair remained empty. The Tribe stayed aloof from the proceedings.

| Cheered by the success of the cultural exchange program, the Terran delegation
appropriated a large section of the Ring Station for its new Worlds Fair. The
Worlds Fair a combination restaurant/arcade/bar/mall with foods of all the
major races, places to talk, night life, and entertainments of every sort,
including Terran videogames and other amusements for the Majestics &
Humans, Orb Chess, Orcheran Foliage Films & Leaf Identification,
Terpsichore Web Spinning contests, Gron Chakos-drinking races, and Tongo (a
game of Acquisition from Ferengi-Bradley!) for the Barter race and the Tribe.
Someone pointed out that there's nothing for the Cappoceans. This sparked a
long discussion of whether a Cappocean could even fit into the Ring station.
(they can, but only in the man concourse or the hanger bay). Several small
business have set up shop in and around the fair, and visitors to the station
have increased. |
Malas has made a proposal to ammend the galactic constitution. The ammendment,
named "Galactic Exploration Charter" is as follows:
Be it resolved that any race exploring a new star system be allowed a
period of four years to establish claims to that system. No other race will
atempt to establish such a claim during this period of time. The discoverer
will not be required to publish any information about that system or to
acknowlege existence of safe jump routes to and from that system until that
period is over. When the period ends, knowledge of the system will become
public. Until this proposal is voted upon, no race will be required to reveal
the details of systems it has explored. This proposal does not require racesto
retroactively reveal any knowledge of space that they held prior to the
founding of the Ring Council in Ouroborus year (turn) zero. If this wiating
period is violated by another member race, a Peacekeeper battleship will be
dispatched to enforce the discoverer's claim. Races are requested to announce
when they arrive at a system to avoid other races accidentally exploring the
same system. Referee's Note: The purpose of this
proposal is to allow factions to explore without being claim-jumped. If this
proposal is accepted, all worlds will be revealed four turns after discovery retroactively
to the year they were discovered. Factions may still attempt to use espionage
or other means to keep their discoveries secret, though this will be,
technically, illegal in the eyes of the council. Please feel free to email me
your votes on this proposal (yea, nay, or abstain) any time before next turn.

| The notorious Blue Furies pirate squadron raided shipping in the Barter system.
The individual traders often rely on antiquated ship weapons systems for
defense and are easy targets for pirates. The pirates have made off with trade
goods of considerable value. |

| Heartstrand Region |
"Sharing the Dream of Expansion, of the Adventure of Making a New Way
in the Universe, of Getting Off That Cramped Little Rock! Space- We've Got All
You Need." With those words, President Gault declared the
foundation of the Terran Saturn Colony. Millions of Terrans left earth to found
the colony. Several smaller bases were set up on Saturn's moons, but the pride
of the colony is the city of Saturnalia. Composed of several hundred H.E.A.D
bubble habitats anchored by cables and transport tubes, the city floats high in
the atmosphere of the gas giant. |

| Cocoon Nebula Region |
| The Advisor and his crew of inquisitors limped back to Majestica, where they
immediately took command of the brand new battleship, Hammer of Thor. The newly
envigorated battle fleet set off for Ragnarok, but when they arrived, the
Exterminator had already completed its work. No one's completely sure what it
did, but it descended into the atmosphere of the gas giant and disappeared for
several months. When the fleet approached, it made no effort to engage, but
instead fled the system. |

| Olympus Region |
| Captain Tazun, pirate captain of the Everlasting Revenge carried out a daring
raid against the Satyr system station. Rather than risk battle, the station
crew paid extortion money and supplies to the pirates, who fled back into the
darkness. |
|
| Farstrand Region |
| The Ilithids decided that it is time to expand their understanding of the world
of the mind. A circle of powerful psychics was assembled to research the
mystery of psychic ghosting. |
| The Ilithds continued to receive transmissions from the explorer vessel Iron
Anemone. Rumors are that the ship came under fire from some sort of hostile
force, but it has apparently been able to continue its mission. |
| Ilithid monitors were dispatched amongst the Thralls to try and find out why
the Thralls are so unhappy. It seems that the breeding program instituted to
raise the Thrall is unpopular with the natives. There's no pleasing some
sentients. After talking it over with some of the dissidents, the Ilithids were
able to nip the unrest in the bud before it became serious. |

| The economic boom in Selenis system continued. People are flocking to Selenis
II form all over the region. Mining lasers have been used to carve out an
underground city in the hills near the Selenis II penal colony. A ramshackle
city built of domes and grounded spacecraft has grown up around the shrine of
tree. The shrine itself has been expanded into a cathedral to deal with the
influx of pilgrims. |
| The Nomad Armada moved, on, but not before leaving something behind. The Nomad
quarantine ship, created during the plague last year, was moved into orbit
around Selenis II and left there. Since the plague is not transmittable to
non-Tribe members, it posed no threat. As the sick recovered, they were put to
work improving the industrial base on Selenis II. Tribe members are a common
site everywhere on the planet. Many are common visitors at the Shrine where
they seem to get on well with the monks. |
| Tensions brought on by the population boom have led to some violence in the new
settlement of Shrine. The local Terpsichoran government still refuses to submit
any territorial control over the settlement. The abbot of the Shrine is
recognized by some as the local authority, but he has little power outside the
cathedral complex itself. |
| The chaos in Shrine City increased when an Orchera science ship set down just
outside the cathedral, and an Orcheran science team entered the Catherdal to
begin doing scientific studies of the Holy Tree. The Orcheran's seemed puzzled
by the monks' protests. In the end, the Orcherans were allowed to do
non-invasive studies. The Orcherans seem to be confused by the entire concept
of religion, though they are fascinated by the Tree itself. They show every
sign of planning to stick around for quite a while. |
| A few Orcherans visisting the shrine have sat down with the monks to try and
understand this religion thing. There have been a few converts, although the
Orcherans seems to have a different idea of religion than most of the priests. |
| The Nomad Armada arrived in Trellian. The local economy picked up as a result. |

| The expanded Orcheran fleet set out in search of pirates. They travelled to the
Fragmentary Oblique, where a pirate base was rumored to exist. Since all the
pirate ships were destroyed last year, the base couldn't put up much of a fight
and was utterly destroyed. |
| Ominix interviewed several scientists for a job in his cabinet. |
| The Orcherans constructed a new science ship. |

| The Hive have completed their research into supercrops. The techniques
discovered have triggered record harvests, alleviating the famine in the
system. |
